FERNWOOD, Los Angeles County — Topanga Town Council encourages canyon residents to identify their emergency zone and prepare a household plan ahead of wildfires, floods and road closures.
The volunteer council publishes zone maps and information about public safe-refuge locations. It also offers a Topanga Resident Access Card that includes a resident’s zone identification and is intended to help officials verify residency when an area is safe to reopen.
What the card cannot do
Possessing a card does not guarantee re-entry during an active evacuation order; first responders determine whether access is safe. Households should know alternative routes and follow official Los Angeles County alerts and road-control instructions.
The council is a non-governmental volunteer organization, not an incorporated municipal authority. For emergencies, it explicitly instructs residents to call 911, not a local fire station’s administrative telephone number.
